This approach, which simplifies the bureaucratic process of passing regulations affecting multiple areas at once, became increasingly common in everyday life after the 2000s. As its scope expanded, it also created a kind of legislative clutter where critical details could easily go unnoticed\u2014making it a preferred tool for policymakers.<\/p>\n<p>Why start here? Because today, once again, we find ourselves facing a new omnibus law\u2014one that includes expanding and intensifying restrictions on wine. And that raises a question: what if we step back and look at the historical trajectory of alcohol regulations in Turkey before evaluating the current moment?<\/p>\n<p>This article is the result of that inquiry.<\/p>\n<p><strong>Introduction<\/strong><\/p>\n<p>In Turkey, the world of alcoholic beverages has never been merely about consumption. It represents a century-long arena of political, social, and economic tension. On September 14, 1920, the Grand National Assembly passed Law No. 2, known as the <em>Men-i M\u00fcskirat<\/em> Law, which completely banned the production, sale, and consumption of alcohol.<\/p>\n<p>This prohibition was driven by pragmatic concerns: maintaining discipline on the frontlines and allocating limited resources to the war effort. Notably, some members of the First Parliament were themselves drinkers. Still, the urgency of the \u201cnational cause\u201d prevailed, and the law passed unanimously.<\/p>\n<p>With the proclamation of the Republic, however, the winds shifted. The young state, navigating the challenges of modernization, began to view alcohol both as a fiscal resource and as part of a modern lifestyle. Between 1924 and 1926, prohibition was gradually lifted and replaced with strict state control.<\/p>\n<p>This control reached its peak with the establishment of the <em>Turkish Monopoly-\u0130nhisarlar \u0130daresi<\/em> (later TEKEL) in 1932. The state took charge of the entire process\u2014from grape to bottle\u2014ensuring a certain level of quality while securing a substantial source of tax revenue.<\/p>\n<p>Interestingly, the primary mission of TEKEL\u2019s wine factories was not to produce fine wine, but to absorb the grape harvest of rural producers. Wine production thus had a strong socio-economic dimension. Over this long period, TEKEL\u2019s most enduring contribution was preserving Turkey\u2019s identity as a viticultural country.<\/p>\n<p><strong>Liberalization and the End of TEKEL (1984\u20132004)<\/strong><\/p>\n<p>Turkey\u2019s post-1980 economic liberalization also reshaped the alcohol sector. The lifting of import restrictions in 1984 introduced Turkish consumers to foreign alcoholic beverages and ignited competition.<\/p>\n<p>The most significant turning point came in 2004 with the privatization of TEKEL. As the state withdrew from production, the dynamism of the private sector ushered in a \u201cgolden age\u201d\u2014particularly for wine and boutique <em>raki<\/em> production. Product diversity increased, and Turkish wines began winning international awards.<\/p>\n<p><strong>The 2013 Turning Point: The Era of \u201cInvisibility\u201d and Restrictions<\/strong><\/p>\n<p>The passage of Law No. 6487 in 2013 introduced the most comprehensive set of restrictions in modern Turkish history. These included:<\/p>\n<ul>\n<li>A ban on retail alcohol sales after 10:00 PM<\/li>\n<li>A complete prohibition on alcohol advertising, sponsorships, and promotional activities<\/li>\n<li>The introduction of \u201cblurring\u201d censorship for alcoholic beverages on television and in cinema<\/li>\n<\/ul>\n<p>These measures were officially justified as efforts to protect public health and keep young people away from alcohol. However, market data from the following decade (2013\u20132022) revealed an unexpected resilience.<\/p>\n<p><strong>The Paradox of Restrictions: Unexpected Resilience (2013\u20132022)<\/strong><\/p>\n<p>Despite advertising bans, time restrictions, and attempts to render alcohol \u201cinvisible,\u201d the volume of alcohol supplied to the domestic market did not decline\u2014in some segments, it even increased.<\/p>\n<p>The wine sector offers a striking example. In 2013, approximately 51.2 million liters of wine were supplied to the Turkish market. By 2022, at the height of regulatory pressure, this figure had surged to 85 million liters.<\/p>\n<p>This data suggests that a decade of restrictive policies failed to alter the habits of conscious consumers. Wine, as both a lifestyle and a gastronomic element, continued to find its way. In fact, boutique production and awareness of local grape varieties seemed to sharpen under pressure.<\/p>\n<p><strong>Prohibitions vs. Purchasing Power: The 2023-2025 Shift<\/strong><\/p>\n<p>Today, the picture has changed dramatically. Since 2023, data shows a sharp break in the decade-long growth trend:<\/p>\n<ul>\n<li>85 million liters in 2022<\/li>\n<li>68.8 million liters in 2023<\/li>\n<li>Projections for 2025 indicate a market around 67 million liters\u2014below even 2021 levels<\/li>\n<\/ul>\n<p>So why did a wine market that resisted a decade of legal restrictions suddenly contract so sharply in just three years?<\/p>\n<p>The answer lies not in legislation, but in economic reality.<\/p>\n<p>The period from 2023 to 2025 has seen one of the most severe erosions of purchasing power in Turkey. Continuous increases in Special Consumption Tax (\u00d6TV) on alcoholic beverages, combined with broader inflationary pressures, have transformed wine from an \u201caccessible pleasure\u201d into a \u201cluxury expense.\u201d<\/p>\n<p>The cumulative burden of production, packaging, and taxation has effectively created a wall\u2014almost like a Great Wall\u2014between consumers and access to quality wine.<\/p>\n<p><strong>Conclusion: Cultural Resilience vs. Economic Barriers<\/strong><\/p>\n<p>The history of alcohol legislation in Turkey reveals a clear pattern: it is difficult to reshape a society\u2019s taste and cultural habits through legal prohibitions alone. The data from 2013 to 2022 illustrates a wine market that continued to grow despite increasing restrictions.<\/p>\n<p>However, the post-2023 reality points to a harsher truth: what prohibitions could not suppress, economic decline can achieve almost instantly.<\/p>\n<p>For those of us working to preserve Anatolia\u2019s ancient grape heritage and sustain wine culture, the primary obstacle today is no longer advertising bans.
